VISION
The College of Human Ecology Freshman Council aims to be an autonomous, democratic, and truly representative council that serves the Freshman, Shiftee, and Transferee student body. The council primarily aims to promote camaraderie and uphold the values of the college that seeks to empower organizations, develop human potential, sustain environmental integrity, and attain food and nutrition security despite any circumstances that hinder the attainment of the students’ full potential.

The College of Human Ecology Freshman Council, are committed to maintaining the practice of COLLECTIVE effort, HOLISTIC approach, and EMPOWERING service to the students and the masses as well as uphold FAIR treatment, make a SIGNIFICANT difference and observe TRANSPARENCY.

Student Processes

Request for Excuse of Absence
1. Go to this link: Excuse of Absence
2. Fill out the form with all necessary information;
3. Attach the necessary documents for Excuse of Absence (e.g. Medical Certificate, Death certificate)
4. EXCUSE FOR ABSENCE Form (UPLB-OCS Form No. 101) will then be sent thru email by the Office of College Secretary once all info and needed documents have been provided.
5. Fill out the necessary details in the form and email back to OCS with attached documents merged in ONE file.
6. OCS will send your approved Excuse for Absence Form.
7. Have your approved Excuse for Absence signed by your instructor/s and submit to this link: Submission Excuse of Absence, make sure that the file that you have uploaded is in pdf form.
Shifting In
1. Check the Qualifications
a. At least 30 units earned
b. 2.75 Running GWA as of last semester enrolled
2. Submit the necessary requirements to CHE-OCS:
a. True Copy of Grades (all semesters; up to the last semester enrolled)
b. Letter of Intent to shift, addressed to the College Secretary, with parent/guardian's signature
NOTE: Submissions may be via email or online form depending on the announcement/s made via the Official Facebook Account of CHE-OCS.3. You will be notified regarding the next process via email.
a. APPROVED. Admission slip and list of further requirements will be provided.
b. FOR INTERVIEW. Should you be subject for interview, information such as the date, mode of interview (online or physical), and the link or location will be provided to you.
c. DISAPPROVED. You may try applying again next semester.
4. If approved, you will be notified to process the requirements:
a. TCG (Purpose: Copy for CHE)
b. Permit to Transfer
c. College Clearance
d. Substitution of Course, if any
e. One 1x1 ID Picture
f. Plan of Coursework
g. Certificate of Non-contract
h. Certificate of Good Moral
5. Submit the required documents to CHE-OCS on or before the set deadline.Shifting Out
1. Submit your Letter of Intent to Shift Out to the OCS. Attach the Admission Slip (if accepted already) from the
accepting College.
2. The SRE/OCS Staff will check your status upon admission to the College of Human Ecology.
NOTE: If WAITLISTED, you will be subject to the
interview and action of the SARA Committee. Otherwise,
proceed to the next step.
3. If APPROVED, a COLLEGE CLEARANCE will be issued. Fill in the details. Have it signed by your Adviser, the respective Unit Heads, and the Reading Room-in-Charge.
NOTE: College Clearance will only be released once you have submitted your Admission Slip from the accepting College to the CHE-OCS.
4. Submit your documents to the CHE-OCS for the signature of the College Secretary.
5. Submit a copy of your COLLEGE CLEARANCE to your accepting College.
Transferring In from other UP Campuses to College of Human Ecology (As of May 5, 2023)
1. Email the College of Human Ecology Office of the Secretary (CHE OCS) the following requirements thru [email protected]:
a. Accomplished Application Form - can be found on the website of OUR
b. True Copy of Grades
c. Certificate of Non-Contract
d. Certificate of Good Moral Character
e. Certificate on Non-Enrollment (if student has a semester with Leave of Absence or Absence without Leave)
Deadline of Submission of Documents: July 03, 2023
NOTE: Subject to change depending on the announcement/s made via the Official Facebook Account of CHE-OCS.
Transferring Out to Non-UP Unit
1. Submit your Letter of Intent to Transfer Out to the OCS. Attach the Admission Slip (if accepted already) from the accepting College.
2. The SRE/OCS Staff will check your status upon admission to the College of Human Ecology.
3. If APPROVED, a COLLEGE CLEARANCE will be issued. Fill in the details. Have it signed by your Adviser, the respective Unit Heads, and the Reading Room-in-Charge.
NOTE: College Clearance will only be released once you have submitted your Admission Slip from the accepting College to the CHE-OCS.
4. Submit your documents to the CHE-OCS for the signature of the College Secretary.
5. Your name will be sent to the Office of the Vice-Chancellor for Student Affairs (OVCSA) to be cleared by the Offices outside CHE.
6. Once cleared, your name will be sent to the Office of the University Registrar (OUR) for the University Clearance Certificate.
7. You will receive your UNIVERSITY CLEARANCE CERTIFICATE from the OUR via email.
Transferring Out to Other UP Unit
1. Submit your Letter of Intent to Transfer Out to the OCS. Attach the Admission Slip (if accepted already) from the accepting College.
2. The SRE/OCS Staff will check your status upon admission to the College of Human Ecology.

9. The OCS will forward the PERMIT TO TRANSFER FROM ONE CU TO ANOTHER Form to you once signed by the University Registrar.
Online Request for DocumentsIssuance of True Copy of Grades
1. Fill out the Online Request Form with the required information.
2. SRE/OCS Staff will check the number of pages/copies of True Copy of Grades (TCG) as the basis for the payment. An email containing the details, and payment options and instructions will be sent to the email address indicated on the Online Request Form.
3. Pay the corresponding amount at the Cashier's Office or via online through the LinkBizPortal.
4. Send a copy of the receipt to the OCS using the same email thread.
5. SRE/OCS Staff will prepare the TCG, and double check the grades.
6. TCG will be signed by the College Secretary.
7. The signed ecopy of the TCG will be provided to you via email after 7 working days* from the date that we received your payment receipt.
8. Once you received the ecopy, you may also claim the original hard copy of your TCG by requesting for an appointment schedule through our Online Appointment Request Form. Provide us at least 3 working days* before your scheduled appointment for the preparation of the printed copy/ies. Authorization letter and ID are needed if a representative will claim the document.
Issuance of Certificate for Good Moral, Graduation, Etc.
1. Fill out the Online Request Form with the required information.
2. SRE/OCS Staff will check the number of pages/copies of certificates as a basis for the payment. An email containing the details, and payment options and instructions will be sent to the email address indicated on the Online Request Form.
3. Pay the corresponding amount at the Cashier's Office or via online through the LinkBizPortal.
